Western Semi-Pro Circuit Best Rookie Announced Friday, November 3rd , 2023 Things are coming up roses for Toby Parish of the Vacaville Steelheads. This blossoming star finished his first year in the Western Semi-Pro Circuit by taking the 2023 Rookie of the Year Award. The 26-year-old center fielder fashioned a .359 batting average with a .436 on-base percentage, solid numbers to go with his 2 home runs, 42 RBIs and 41 runs scored. He received 20 first place votes, as a unanimous winner. Alfredo Roman of the Winnipeg Buffaloes finished second in voting, while Craig Light of the Calgary Caracals finished third.
