Vacaville's Mancilla Gets Pitcher of the Year Award Monday, October 31st , 2016 Steelheads ace Cesar Mancilla is the latest Western Semi-Pro Circuit Pitcher of the Year Award trophy winner. The Vacaville star shined on the diamond time and again this year and finished with an outstanding 19-11 record. In 32 starts he tossed 211 innings, posted 176 strikeouts and sported a 2.90 ERA. Opposing batters hit .229 when Mancilla was pitching. He received 20 first place votes, as a unanimous winner. Hector Cancio of the Las Vegas Rollers finished second in voting, while Wil Monroy of the Southern California Empires finished third.
