Western Semi-Pro Circuit Best Pitcher Chosen Sunday, November 7th , 2021 Cesar Mancilla of the Mexico City Aztecas was on cloud nine during the 2021 season, mystifying most of the hitters he faced, then capping it off with the Western Semi-Pro Circuit Pitcher of the Year Award. Mancilla was spectacular in 24 starting assignments with 15 wins and 8 losses, 193 innings, 164 strikeouts and a fine 1.87 ERA. He received 20 first place votes, as a unanimous winner. T.J. Johnson of the Green Bay Braves finished second in voting, while Chris Foster of the Green Bay Braves finished third.
